Three countries, three systems
Serbia, Montenegro and Kosovo send us spa enquiries for the same reason: hotels and resorts there want Thai massage on the menu, and there is no local supply of Thai-trained therapists. A five-star hotel on the Montenegrin coast, three spas in Kosovo and one in Serbia asked within five weeks this autumn.
None of the three is in the European Union, so none of the EU rules on single permits, Schengen visas or recognised qualifications applies. Each country has its own permit, its own quota logic, and a different place where a Thai citizen applies for a visa. Serbia covers Thailand from its embassy in Jakarta, Montenegro has no resident mission and routes visas through other countries, and Kosovo has an embassy in Bangkok.
On the Thai side nothing changes: the placement is registered with the Thai Department of Employment, the therapist passes the airport labour checkpoint legally, and pays nothing for the job.
Serbia: one online permit for up to three years
Since 1 February 2024 Serbia issues a unified permit for temporary residence and work. It is applied for only electronically, through the government portal for foreigners, and either the worker or the employer may file it. The authority decides within fifteen days of a complete application, and the permit can be valid for up to 36 months, which fits a two- or three-year contract in one document.
Before that, the employer runs a labour-market test through the National Employment Service. The employer registers the need to hire no earlier than sixty days before the permit application and no later than the day it is filed, and the service reports within four days. The government may exempt shortage occupations from the test, but we have not found a list in force that covers massage.
The state fees are 430 RSD for the application and 22,770 RSD for the approval, and either side may pay them. Thai citizens with ordinary passports need a visa. A type D visa for employment allows a stay and work of 90 to 180 days, the employer may apply for it on the worker's behalf with a power of attorney, and the Serbian embassy in Jakarta covers Thailand.
The minimum wage for 2026 is 371 RSD net an hour, which the press puts at about 64,554 RSD, or 551 euros, a month. From January 2027 it rises to 405 RSD an hour.
Montenegro: a yearly quota and one-year permits
Montenegro still sets a yearly quota for foreign workers. For 2026 it is 28,988 permits, with 6,150 of them for accommodation and food service, which is where a hotel spa sits, 4,683 regular and 1,467 seasonal, and 5,268 for other service activities. The quota is set with the prior opinion of the Employment Bureau.
The permit for temporary residence and work is applied for by the worker in person, and only exceptionally by the employer. The state fee is 67 euros in all. The government's pages give 20 days and 15 days for the decision. The permit for employment is valid for one year and can be extended up to two years, and a seasonal permit covers six months within a year. Amendments in force since 17 January 2026 allow online applications, ask for biometrics within ten days of entering the country, and require the type D visa to be applied for sixty days before travel.
Thai citizens need a visa for Montenegro. Holders of a valid Schengen, US or UK visa may stay up to 30 days, but that is a visit, not work. Montenegro has no resident mission in Thailand, and where it has none, visa applications are processed by other countries, among them Serbia and Bulgaria. In July 2026 the government announced that visa centres would extend to Thailand.
The minimum wage is 600 euros net for jobs up to the fifth level of qualification and 800 euros from the sixth, unchanged since October 2024.
Kosovo: the only embassy in Bangkok, and a residence permit
Kosovo applies its Law on Foreigners, with implementation from January 2026 and full enforcement since 15 March 2026. A work permit on its own covers presence of up to 90 days within 180. A contract of two or three years runs on a temporary residence permit for work, issued for up to a year at a time and renewable, within the annual employment quota and with a confirmation from the Employment Agency.
The file asks for the employment contract, proof of means, a criminal-record certificate, the employer's business registration, health insurance and proof of qualification, original or notarised and translated. Seasonal work is limited to six months in any twelve.
Thai citizens need a visa for Kosovo. A valid multiple-entry Schengen visa allows entry, but only for fifteen days. The type D visa costs 80 euros and is applied for in person, and here Kosovo has an advantage none of its neighbours has: an embassy in Bangkok, which also covers the other ASEAN countries.
The minimum wage rose in 2026, to 2.50 euros an hour, or 425 euros gross a month, from January, and to 3 euros an hour, or 500 euros a month, from 1 July.
The professional question and the pay
In Serbia, health workers are licensed by their professional chambers, and traditional and complementary medicine needs a permit from the Ministry of Health. The ministry's list of thirteen permitted methods includes ayurveda, acupuncture and chiropractic, but not Thai massage, and massage appears in it only as equipment. A relaxation service in a hotel spa that makes no medical claims therefore sits outside both regimes on a plain reading, though we have found no explicit ruling.
For Montenegro and Kosovo we have not found a source that says whether massage is a licensed profession. Kosovo's rule is that a licence is needed for the professions where a law prescribes one. Until a local authority confirms otherwise, the safe position is the same as in the EU: the job is a spa therapist, the menu sells relaxation, and nothing is offered as treatment.
The pay question is the opposite of the EU markets. The statutory floors here are roughly 500 to 600 euros a month, which is little for a therapist asked to leave home for two or three years. A contract that pays at the minimum will not hold a good therapist. Housing, meals and a fixed salary well above the floor are what make these offers work.

We are a hotel in Montenegro. Is a spa therapist inside the quota?+
Yes. A spa therapist's permit counts against the yearly quota, and for 2026 the line for accommodation and food service has 6,150 places, 4,683 of them regular. In our reading the line follows how the employer is classified: a hotel company sits in accommodation and food service, and a standalone spa company in other service activities, which has 5,268 places.
Can the therapist come on a Schengen visa and start work while the permit is decided?+
No. A Schengen visa allows a visit of up to 30 days in Montenegro and 15 in Kosovo, and in Serbia a visit of up to 90 days in six months, and none of these is permission to work. The worker needs the type D visa for employment or the permit itself.
Which of the three is fastest?+
Serbia on paper: one online permit, a fifteen-day decision and up to three years at once. The visa runs through the embassy in Jakarta or the online portal, so the Thai side and the Serbian labour-market test should start together.
Do we need to recognise the therapist's Thai certificate?+
None of the three asks for formal recognition for a spa role as far as we can establish. Serbia's visa asks for the diploma or certificate with a certified translation, and Kosovo asks for proof of qualification, original or notarised. We prepare those documents from the Thai side.
Is two or three years possible in Montenegro or Kosovo?+
Yes, but in one-year steps. Montenegro's permit is valid for a year and can be extended up to two, and Kosovo's residence permit is issued for up to a year and renewed. Build the contract for the full term and plan each renewal before it falls due.
