Hiring a Thai massage therapist in Lithuania and Latvia: a spent quota, a sector pay floor and the title to avoid

Lithuania's 2026 quota for non-EU workers ran out in July, and the fallback asks for 2,893.68 euros a month. Latvia sets the pay floor by your sector, from 1,190 euros in a hotel to 1,687 in a day spa, and treats a masseur as a medical practitioner. What each means for a Thai therapist.

Two Baltic countries, two different problems

From Bangkok, Lithuania and Latvia look like one market: small, close to each other, both in Schengen, neither with an embassy in Thailand. For a Thai massage therapist they could hardly be more different.

In Lithuania the question in late 2026 is not the therapist or the paperwork but the calendar. The country moved to an annual quota for non-EU workers, and the 2026 quota was effectively spent by the end of July. In Latvia there is no national quota to run out, but the salary floor is set by the sector your company works in, and the word for masseur belongs to a medical profession.

Both countries need the same thing on the Thai side: a placement registered with the Thai Department of Employment, so that the therapist leaves through the airport labour checkpoint legally and has paid nothing for the job. That part we run. The rest of this guide is the European side.

Lithuania: the quota ran out in July

Since 1 July 2024 a visa alone no longer gives a foreigner the right to work in Lithuania. A Thai therapist needs a temporary residence permit on the basis of work, which the employer starts in the MIGRIS system.

On 1 January 2025 Lithuania abolished both the labour-market decision of the Employment Service and the list of shortage occupations, and replaced them with one annual quota for new work-based permits. The 2026 quota was 24,706 permits. By the end of July the national broadcaster reported it effectively exhausted.

Once the quota is used up, a new work-based permit is issued only if the salary is at least 1.2 times the national average monthly gross wage. With the average at 2,411.40 euros, that is 2,893.68 euros gross a month. The alternatives are an occupation on the government's list of high value-added jobs, paid at least the full average wage, or an additional quota if the government sets one. A massage therapist is not the kind of job that list is written for.

Set that against the market. Spa therapist vacancies advertised in Vilnius in October 2026 pay between about 1,500 and 2,500 euros gross, therapeutic massage posts in a Vilnius sanatorium 1,480 to 1,720 euros, and the statutory minimum wage is 1,153 euros. For a salon that wants a Thai therapist now, the honest choice is to pay above 2,893.68 euros or to prepare the file and wait for the 2027 quota.

Lithuania: the conditions when the quota is open

When the quota is open, the conditions are reachable. The contract has to be full time and for at least six months. Since 22 May 2026 the candidate also has to meet one of three tests: a qualification relevant to the job, at least one year of relevant experience in the last three years, or a salary of at least the average wage. A therapist with five years in a Thai spa meets the experience test.

Thai citizens file in person at the VFS Global centre in Bangkok, after booking through MIGRIS. Since 15 September 2026 work applications count as non-priority and each centre has a monthly limit, so the intake can pause when that limit is reached. From 1 November 2026 a foreigner who entered Lithuania on a Schengen visa can no longer apply from inside the country, which closes the shortcut of flying in first and filing later.

Fees rose on 3 October 2026: 220 euros for the permit, or 440 euros for the urgent procedure, plus 75 euros to register it, and the external provider charges 110 euros for its service. The Migration Department gives three months as the maximum processing time.

On the professional side, Lithuania regulates therapeutic massage. The medical norm for the therapeutic massage specialist covers massage as personal health care, practised in institutions holding a health-care licence, by someone with a formal vocational qualification. A relaxation service in a salon is a different thing on paper, but we have found no official statement that says so in as many words, so the position should be written as spa or wellness work and nothing in the menu should promise treatment.

Latvia: the pay floor follows your sector

Latvia has no national quota to run out, but it has a labour-market test and a pay rule that catches employers by surprise. The employer registers the vacancy with the State Employment Agency, which gives its opinion within ten working days of publication, and the agency's own guidance asks for the vacancy to stay open on its portal for at least two months.

The salary has to be at least the average gross monthly wage of the employer's own sector in the previous year, capped at the national average. For 2026 the table uses the 2025 averages. A company in accommodation and food service, which is where a hotel sits, needs at least 1,190 euros. A company in other service activities, where day spas and massage salons are classified, needs at least 1,687 euros. The cap is 1,815 euros. The statutory minimum wage of 780 euros does not come into it.

The route itself has two forms. For up to a year, an invitation approved by the Office of Citizenship and Migration Affairs leads to a long-stay D visa with the right to work. The office decides invitations within five working days, and the fees are 10 euros for an electronic invitation plus 85 euros for the right to employment. For longer, the therapist needs a residence permit, and under the new Immigration Law re-adopted in August 2026 employment-based permits are issued for up to one year at a time rather than five.

There is a practical catch on the visa. Latvia has no embassy in Thailand, other Schengen states do not issue Latvian long-stay visas, and under Latvian rules the embassy in Beijing handles D visas for Thai citizens. The visa fee is 90 euros. Build the timeline around that, not around a short trip to a consulate in Bangkok.

Latvia: why the job is not called masieris

Under the Latvian Medical Treatment Law a masieris is a medical practitioner, with first-level professional higher education or professional secondary education, and independent practice is open only to practitioners entered in the register kept by the Health Inspectorate. A Thai certificate will not put anyone on that register.

Medical treatment is defined in the same law as the prevention, diagnosis and treatment of disease, medical rehabilitation and patient care. A relaxation treatment sold as wellness sits outside that definition on a plain reading, though we have found no statement from the inspectorate that confirms it. The Latvian employer who asked us for a Thai "SPA specialist" had chosen the right words.

So the rule is the same one we apply in Poland and Germany: the job title, the contract, the menu and the website all describe a spa service, the word masieris appears nowhere, and anything near rehabilitation or treatment on referral is a different hire altogether.

The Lithuanian quota is spent. Is there any way to hire a Thai therapist this year?+

Only by paying at least 2,893.68 euros gross a month, which is 1.2 times the average wage, or if the government opens an additional quota. Otherwise the realistic plan is to prepare the candidate and the documents now and file when the 2027 quota opens.

Can the therapist fly to Lithuania on a Schengen visa and apply there?+

Not from 1 November 2026. A foreigner who entered on a Schengen visa can no longer apply for the permit from inside Lithuania, so the application goes in through the VFS centre in Bangkok.

We run a hotel in Riga. Which pay floor applies to our spa therapist?+

The average for your company's own sector. A hotel is classified in accommodation and food service, where the 2025 average used in 2026 is 1,190 euros. A standalone day spa in other service activities needs 1,687 euros. Both are well above the minimum wage of 780 euros.

Our candidate is already in Europe on a Schengen visa. Can she start work on it?+

No. A Schengen visa is not a work permit in either country. Latvia's route runs through an approved invitation and a Latvian D visa issued by its embassy in Beijing, or a residence permit, and Lithuania requires a work-based residence permit filed from Bangkok. The Thai side also has to be registered before departure, which a tourist trip does not do.

Does the therapist need to speak Lithuanian or Latvian?+

Not for the permit itself in either country. Latvia's new Immigration Law adds a Latvian integration programme at A1 level after 18 months of residence, with the requirement starting at the end of 2027, so a long-term hire should plan for it.

Which country is easier right now?+

Latvia, as long as the salary meets your sector's average and the position is written as a spa role. Lithuania becomes realistic again when the 2027 quota opens, and it has the larger salon market in Vilnius.
